In Surat, India, an innovative partnership between public authorities and the textile industry has enabled the large-scale reuse of treated wastewater, thereby reducing pressure on freshwater resources and supporting local economic development.

This project, led by the Surat Municipal Corporation (SMC), demonstrates how a circular approach to water management can combine environmental sustainability with industrial competitiveness.

Driven by a shared vision, this project illustrates how waste can be transformed into resources for a greener and more resilient industry.

Surat, situated in the Indian state of Gujarat, is a major industrial city with a population of over 4.5 million. Known for its thriving textile industry, the city faces chronic water shortages, industrial pollution and growing pressure on natural resources. Its tropical climate (intense monsoons, periods of drought) exacerbates these challenges, requiring innovative solutions to manage water sustainably whilst supporting economic development. With rapid industrial growth, Surat must find ways to reduce its dependence on freshwater resources and minimise its environmental impact.

The Surat Industrial Water Supply Initiative is an innovative partnership between the Surat Municipal Corporation (SMC) and the local textile industry. This project aims to reuse treated wastewater on a large scale to meet industrial needs, thereby reducing pressure on freshwater resources and supporting the region’s economic development. The objective is to treat and reuse 100 million litres of wastewater per day, whilst reducing costs for businesses and improving the sustainability of the textile industry.

Success factors

Replicability in Morocco

The Surat model could inspire Moroccan industrial zones, such as those in Casablanca or Tangier, where the reuse of treated wastewater could support business competitiveness whilst reducing pressure on water resources. By combining centralised treatment with public-private partnerships, this project demonstrates how water can become a driver of sustainable industrial development.

For example, in Casablanca, where the textile industry is a key sector, adopting this model would reduce water costs for businesses whilst improving their sustainability. Similarly, in special economic zones, such as Tangier Med, this system could help attract investment whilst managing water resources responsibly.
