The Community of Practice on cross-border vocational training and apprenticeship

In order to obtain reliable information on the cross-border labour market, education and vocational training, the project aims to consolidate knowledge of the initial training and apprenticeship systems, and to promote the transfer of expertise, experience, know-how and skills between the staff of training structures and the socio-economic actors. This text is based on the hearing of Hélène Irribarren, cross-border COP at the Chambre de métiers et de l’artisanat 64, on 15 January 2020.

The New Aquitaine - Euskadi - Navarre Community of cross-border practices in vocational training and apprenticeship (cross-border COP) project is led by the Chamber of trades with the support of the NAEN Euroregion 1 . It has its origins in the relations established since 2008 between the Chamber of Trades and Crafts of the Pyrénées-Atlantiques and the Basque government, as well as in the implementation of several projects relating to technological innovation, the organisation of vocational training and teaching in training centres, languages, the comparison of training reference systems, etc., and the creation of a map, available on the website of the Euroregion partners.

The strategic partnership with the Euroregion has helped to consolidate this relationship with, as early as 2016, the launch of a community of cross-border practices in vocational training, consolidated in 2017.

The partners of the cross-border COP are the Chambre de métiers 64, IKASLAN Gipuzkoa, ADI Navarre and TKNIKA. The objectives are as follows:

By capitalising on cross-border experience, the Cross-border Community of Practice has adopted a management of innovation and training that emphasises a very strong link with businesses. In 2020, this process was consolidated with the creation of a regional Chamber of Trades and with the launch of the European project Forma NAEN.

FORMA NAEN:

« Development of cross-border training to facilitate professional integration into the Euroregional labour market »: The acquisition of skills recognised on both sides of the border 2.

Forma NAEN is a cross-border project aiming to promote mobility and professional integration in the labour shortage sectors of the Euroregion through the development of a qualified and specific offer adapted to cross-border realities. In the framework of this project, four actions will be specifically developed

The project was launched on 21 January 2020 for the two-year period 2020-2022, with a budget of 746,875.68 euros. Its implementation is the result of a partnership between the Euroregion New Aquitaine - Euskadi - Navarre, the Chamber of Trades and Crafts of Pyrénées-Atlantiques, the Department of Education of the Government of Navarre, ZubiGune Fundazioa, CIFP Usurlbil LHII, Ikaslan Gipuzkoa, TKNIKA and the Regional Chamber of Trades and Crafts of New Aquitaine. The Lycée des métiers Paul Bert, LGT Saint Dominique, Lycée Louis de Foix, Plaiaundi, Don Bosco, CIP Elizondo Lanbide Eskola IIP, CIP Donapea, CI Virgen del Camino and IVAC are also participating in the project.

Activities include: carrying out studies and analyses necessary for the validation of diplomas, accreditation of training courses, formulation of practical modules, etc.
